OJS is the authoritative record for manuscripts, review assignments, reports, decisions, production files, issues and publication. Automated systems may validate or notify, but they cannot accept, reject or publish a manuscript.
- Preparation. Authors prepare declarations, anonymous files, ethics evidence and reproducibility materials.
- Administrative screening. Authorized staff check completeness, file safety and required declarations without judging scientific merit.
- Editorial assessment. An accountable editor evaluates scope, contribution, methods and ethical readiness and records a reasoned desk decision or review assignment.
- Independent review. Research articles normally receive at least two independent double-anonymous reviews.
- Revision and decision. Authors respond point by point; the editor weighs the complete record and remains responsible for the decision.
- Production. Accepted work proceeds through copyediting, author proof, accessible typesetting, metadata validation and issue assignment.
- Publication and maintenance. The version of record, identifiers and dates appear only after verification; corrections remain linked and preserved.
Human accountability
Payment status, waiver requests, sponsors and automated risk signals must not determine scientific decisions. Conflicted editors must recuse.
Launch limitation
Stage targets, exceptions, role holders and production service levels remain subject to final governance approval and workflow acceptance testing.
